Finnish guarantee pension (Takuueläke) — Kela pension that guarantees minimum income for elderly with insufficient earnings-related and national pension. 2024: up to €914.94/month for single person.
Start application →The guarantee pension (Takuueläke) is a Kela-administered pension that secures the minimum livelihood of low-income pensioners. Introduced on 1 March 2011, it is based on the Guarantee Pension Act (703/2010). The purpose is to raise a low-income pensioner's total pension to at least the guarantee level. Takuueläke supplements earnings-related pension and national pension — it is not paid as a stand-alone amount, but only fills the part remaining below the guarantee amount after other pensions. In 2024, the guarantee amount is €914.94/month for a single person and €814.42/month for a person living in marriage or cohabitation. Takuueläke is tax-exempt income paid monthly. Recipients also receive supplementary benefits: housing allowance (separately from Kela) or pensioners' housing allowance, and free or reduced health insurance. The 2017 reform: Takuueläke also covers disability-pension recipients with low earnings-related pensions.
Eligibility
You qualify for Takuueläke if: Calculation: guarantee amount − other pensions (gross) = guarantee pension amount. Example: you receive earnings-related pension €600/month and national pension €200/month = €800/month total. Guarantee amount for single person €914.94 → difference €114.94 → this amount is paid as guarantee pension.
- you are 65 (old-age pension) or you receive a disability pension
- you have lived in Finland for at least 3 years after age 16
- your total gross pensions (earnings-related + national + foreign) are below the guarantee amount
- you reside in Finland, an EU/EEA country, or a country with a social agreement with Finland
- you are a Finnish citizen, EU/EEA citizen lawfully resident, or third-country national with permanent residence permit
